SUBJECT:      CSA CORRECTIVE ACTIONS

I recently published an update for you on our ISS inspection score explaining how CRST Malone's
inspection violations and crashes have adversely affected our CSA and ISS scores. There are
specific driver behaviors that are causing these scores.
These costly behaviors
have been
identified. Now we need to stop them. To that end, please read the following corrective actions.

Effective Monday, August 15th, 2011, the following CORRECTIVE ACTIONS are implemented.

1.      Contractors will be canceled for citations or violations noted on roadside inspections for

             violations of the following Federal Motor Carrier Safety Regulations (FMCSR).                 I

a.       FMCSR 392.16 - Failing to use seat belt while operating a CMV

b.       FMCSR 395.8(a) - No driver's record of duty status

c.       FMCSR 392.2-SLLS4 - State/Local Laws Speeding 15 or more miles pe hour
over the speed limit

d.       FMCSR 392.2-SLLS3 - State/Local Laws Speeding 11-14 miles per hour over the
speed limit

e.       FMCSR 392.2-SLLWZ-State/Local Laws-Speeding work/construction zone

2.       Contractors will receive a thorough log audit and final warning for citations or violations noted
on roadside inspections for violations of FMCSR 395.8(f)(1) - Driver's record of duty status
not current and FMCSR 395.8(e) False Reports of records of duty status.

a.       A second violation of these regulations within two years of the first violation of either of
these violations
will result in cancelation of the contractor.

b.       Contractors who have had violations of this regulation noted on inspections from
January 1, 2011 to the implementation date are determined to have already had their
first chance. These contractors will receive a
letter notifying them of their existing final
warning and will be canceled on any subsequent violations of FMCSR 395.8(f)(1).

3.       Contractors will receive a final warning for citations or violations noted on roadside inspections
for violations of FMCSR 383.23 - Operating a CMV without a CDL and FMCSR 391.41 -
Driver not in possession of medical certificate.

a.       A second violation of these regulations within two years of the first violation of either of
these violations will result in cancelation of the contractor.

b.       Contractors who have had violations of this regulation noted on inspections from
January 1, 2011 to the implementation date are determined to have a
lready had their
first chance. These contractors will receive a letter notifying them of their existing final
warning and will be canceled on any subsequent violations of FMCSR 383.23 and/or
FMCSR 391
.41.
